Context Graphs: The Missing Layer Between Your Data and Your AI Agents

On February 23, 2026, something quietly happened that will reshape enterprise AI.
The W3C — the same body that standardized HTML, CSS, and the web as we know it — launched the Context Graphs Community Group. Their mission: formalize a standard for how AI systems understand and resolve context.
Five days earlier, Glean made their biggest product announcement in company history, centered on what they call the “Enterprise Graph” — a live map of every person, document, conversation, and relationship in your company.
And in January, Gartner declared that the biggest gap in enterprise AI isn’t models, tools, or data. It’s context — the organizational knowledge that connects a question to the right answer through the right data, governed by the right policies.
Three signals. One conclusion: Context is becoming AI’s most important infrastructure layer, and most companies don’t have one.
The Context Problem, Explained Simply
Here’s a question your CEO might ask an AI assistant: -“How’s our Q4 pipeline looking?”*
To a human VP of Sales, this question is instantly rich with context. They know:
- “Our” means this company
- “Q4” means the most recent quarter or the upcoming one (depending on when it’s asked)
- “Pipeline” means the sales pipeline, not the data pipeline or the hiring pipeline
- “Looking” means they want a qualitative assessment with supporting numbers
- The CEO cares about revenue risk, not individual deal details
- They should compare to last quarter’s pipeline at the same point
- They should flag deals that slipped or are at risk
An AI assistant without context? It might pull every Salesforce opportunity tagged Q4, dump them in a table, and say “Here are your Q4 opportunities.” Technically correct. Completely useless.
The difference between the VP’s answer and the AI’s answer is context — the web of relationships, definitions, assumptions, and organizational knowledge that turns data into understanding.
This is what context graphs solve.
What Is a Context Graph?
A context graph is a structured representation of the contextual prerequisites required for valid interpretation — along with their dependencies and resolution status.
That’s the W3C’s definition. Here’s the plain English version: -A context graph maps what your AI needs to know to give you a useful answer, whether it knows those things, and what to do when it doesn’t.*
It connects four types of information:
1. Entities
People, teams, projects, customers, products, documents, systems. Not just that they exist — how they relate to each other. -Example: Sarah is on the Enterprise Sales team. She manages the Acme Corp account. Acme Corp is in the Manufacturing vertical. The Manufacturing vertical uses a different pricing model than SaaS.*
2. Definitions
What your company means by its own terminology. This is where “semantic debt” lives — the accumulated confusion from different teams using the same words to mean different things. -Example: “Churn” means something different to the Customer Success team (account cancellation), the Product team (feature abandonment), and the Finance team (net revenue loss). A context graph makes these distinctions explicit so AI gives the right answer to the right person.*
3. Processes
How work flows through your organization. Who approves what. What order things happen in. What triggers what. -Example: A deal above $100K requires VP approval. A deal involving a new vertical requires Legal review. A deal with a government entity requires a different contract template. These aren’t just rules — they’re context that determines how AI should behave.*
4. Policies
What’s allowed, what’s not, who can see what, and what governance applies. -Example: The AI can access Salesforce data for any user in Sales. But it can only surface compensation data to HR and Finance. And it must never include customer PII in email drafts.*
When these four layers are connected in a graph — entities linked to definitions linked to processes linked to policies — AI has the context to move from data retrieval to genuine understanding.
Context Graphs vs. Knowledge Graphs: What’s the Difference?
If you’ve been following enterprise AI, you’ve heard of knowledge graphs. Every tech company has one. Google’s Knowledge Graph is what powers those info boxes in search results. Neo4j, AWS Neptune, and Microsoft’s Graph API are all knowledge graph technologies.
So what’s different about context graphs? -Knowledge graphs map what is true.* They store facts and relationships: “Paris is the capital of France. France is in Europe. The population of Paris is 2.1 million.” -Context graphs map what is needed for valid interpretation.* They don’t just store facts — they store the prerequisites for understanding those facts in a specific situation.

The key insight: a knowledge graph can tell you that Acme Corp is a customer with a $500K contract. A context graph can tell you that when the CEO asks about Acme Corp, they care about renewal risk, but when the Support lead asks about Acme Corp, they care about open tickets and SLA compliance — and it can tailor the AI’s response accordingly.
Why the W3C Formalization Matters
The W3C Context Graphs Community Group isn’t just an academic exercise. They’re building:
- A core data model for expressing contextual prerequisites and their resolution status
- Vocabularies for describing common categories of contextual mismatch
- Protocol guidance for structured clarification when context can’t be resolved
This matters because it addresses the interoperability problem. Right now:

- Microsoft has their Microsoft Graph
- Salesforce has their Customer Graph
- Your internal wikis have tribal knowledge
- Your Slack channels have conversational context
- Your email has relationship context
None of these talk to each other. Each one has a piece of the context puzzle. The W3C standard aims to create a common language so context can flow between systems — just like HTML created a common language for web content.
For businesses, this means the era of proprietary context silos is ending. The companies that adopt open context standards will be able to connect their AI systems to richer, more complete context than companies locked into a single vendor’s graph.
Semantic Debt: The Hidden Tax on Your AI
The context graph conversation surfaces a concept every business leader needs to understand: semantic debt.
Semantic debt is what happens when different teams use the same words to mean different things. It’s been accumulating for decades in every organization, but it was mostly a dashboard problem — two teams would look at the same metric and get different numbers because their definitions didn’t match.
In the AI era, semantic debt becomes exponentially more dangerous.
When your AI agent interprets “customer” differently than your CFO interprets “customer,” the AI’s financial analysis will be wrong — but it’ll look right. The numbers will be precise, the formatting will be beautiful, and the conclusions will be based on the wrong definition.
Gartner’s 2026 Data & Analytics summit identified semantic debt as one of the top barriers to enterprise AI value. Their recommendation: build “clear, reusable semantic domains and metrics” as a precondition for reliable AI governance.
In practical terms, this means:
- Define your terms. What does “revenue” mean? Gross or net? Recurring or total? Including or excluding professional services?
- Document your definitions. Not in someone’s head. In a system that AI can access.
- Resolve conflicts. When Sales says “customer” and Finance says “customer” and they mean different things, pick one canonical definition and create explicit mappings for the rest.
- Make it machine-readable. A glossary in a Confluence wiki is better than nothing, but it’s not what AI can natively consume. Context needs to be structured.
This is where context graphs intersect with enablement. The enablement layer is where semantic definitions become operational — where the AI agent knows that when the sales team asks about “pipeline,” it means Salesforce opportunities in stages 2-5, not all open deals.
What Glean Gets Right (And What They Miss)
Glean’s Enterprise Graph is the most sophisticated implementation of a context graph in enterprise AI today. It:

What Glean misses: -1. Accessibility.* Glean’s Enterprise Graph requires deep integration with your entire tech stack. For their target customer (Fortune 500, $200M+ ARR), this makes sense. For the other 99% of businesses, it’s overkill. -2. The governance gap.* Glean’s graph maps what your AI knows. It doesn’t inherently define what your AI should do with that knowledge. Context without governance is just very well-organized data. The enablement layer — who approves what, what quality standards apply, how decisions are escalated — still needs to sit on top. -3. The SMB path.* Small and medium businesses have context problems too. They just can’t solve them with a platform that requires months of integration across 100+ apps. They need a context layer that works with the 3-5 tools they already use, deploys in days, and costs a fraction of the enterprise solution.
Building Your Context Layer (Without $200M)
You don’t need Glean’s Enterprise Graph to start building context for your AI. Here’s the practical path:
Step 1: Map Your Semantic Debt (Week 1)
Identify the top 20 terms your organization uses that have ambiguous definitions. Start with: customer, revenue, pipeline, lead, churn, active user, engagement, conversion, qualified, at-risk. For each term, document how each department defines it.
Step 2: Create Your Definition Registry (Week 2)
Build a structured document (or database) that contains canonical definitions for each term. Include: the term, the canonical definition, department-specific variations, and the source of truth (which system is authoritative for this data).
Step 3: Define Your AI Enablers (Week 3-4)
For each AI workflow you deploy, create an enabler that includes:
- The context the agent needs (which definitions, which data sources, which relationships)
- The quality criteria for output
- The approval flow
- The feedback mechanism
This is your lightweight context layer. It’s not a graph database — it’s a structured operational framework that gives AI the context it needs to be useful.
Step 4: Connect and Iterate (Ongoing)
As you deploy more AI workflows, your context layer grows. Definitions get refined. New relationships get mapped. The enablers get better based on feedback. This is the compound learning loop that turns a static context document into a living context system.
The Bottom Line
Context is the next infrastructure layer of AI. Not models (those are commoditized). Not data (everyone has it). Not tools (there are too many).
Context — the structured understanding of what your organization means, how it works, and what matters — is what separates AI that generates plausible text from AI that generates genuinely useful work.
The W3C is formalizing it. Glean is commercializing it. Gartner is evangelizing it. And in 2026, the companies that build a context layer — whether through an enterprise platform or a lightweight enablement framework — will be the ones that close the adoption gap and capture the ROI that the other 90% are still waiting for.
