- 25% of leaders describe AI as “transformative” — more than double last year
Now look at the numbers underneath:
- 74% want to grow revenue through AI
- Only 20% achieve it
- Only 25% have moved 40%+ of pilots to production
- Governance readiness: 30% (barely changed)
- Infrastructure readiness: 43% (declining from last year)
- Data management readiness: 40% (declining)
- Talent readiness: 20% (worst score, declining)
Read that again. Every readiness metric is declining while adoption accelerates.
This isn’t a speed bump. It’s a structural failure mode that explains why 89% of enterprise AI agents never reach production and why your company’s AI investment probably isn’t generating the returns your board expects.
The Scissors Chart: When Adoption Outruns Readiness

Week 2: Kill Your Worst Pilots
Deloitte’s data says most enterprises have pilots that will never reach production. Identify them. Kill them. Redirect the resources.
The criteria:
- No clear production path within 90 days
- No defined business outcome metric
- Requires organizational knowledge that doesn’t exist in structured form
- Nobody is accountable for its success or failure

Deloitte’s State of AI 2026 is the clearest evidence yet that enterprise AI has an organizational problem, not a technology problem.
The readiness deception is real: adoption metrics go up, readiness metrics go down, and the gap between them is where hundreds of billions in AI investment go to die.
The solution isn’t more AI. It’s more readiness. And the most important readiness dimension — organizational context — isn’t even being measured yet.
