You deployed the agent. It’s running. It’s making decisions. And when it starts doing something wrong — you realize you have no way to stop it.


Here’s a number that should keep every CTO awake tonight: 60% of enterprises cannot terminate a misbehaving AI agent.

That’s not a hypothetical from a research lab. That’s from Kiteworks’ 2026 Data Security and Compliance Risk Forecast Report, surveying organizations across industries and regions. The findings paint a picture of an industry that has learned to deploy AI agents but hasn’t learned to control them.

And the numbers get worse:

There’s a 15-to-20-point gap between watching and acting — between knowing an agent is misbehaving and being able to do something about it. The industry calls it the “governance-containment gap.” We call it the kill switch problem.

The Market Just Woke Up

In the span of one week in March 2026, three things happened that signal the industry has finally acknowledged this problem:

Microsoft announced Agent 365 — a $15/user/month “control plane for agents” that provides centralized oversight, governance, and security for AI agents across an enterprise. It goes GA on May 1, 2026. Microsoft is calling ungoverned AI agents potential “corporate double agents.” When Microsoft uses the phrase “double agent” in a press release, the governance problem has officially moved from theoretical to urgent.

Galileo released Agent Control — an open-source control plane under Apache 2.0 that lets organizations define and enforce behavior policies across all AI agents. CrewAI, Glean, and Cisco AI Defense are already integrating. The fact that this shipped as open source tells you the problem is too big for any one vendor.

OpenAI agreed to acquire Promptfoo — a startup focused on finding vulnerabilities in AI systems during development. Even the model providers are admitting that their models need external governance.

Three vendors. One week. Same thesis: the AI agents enterprises are deploying right now are ungoverned, uncontrollable, and potentially dangerous.

Why Guardrails Aren’t Enough

Most enterprises think they’ve solved agent governance because they have guardrails — input/output filters that catch obvious problems like prompt injection or toxic content. Guardrails are important. They’re also insufficient.

Here’s why: guardrails operate at the interface layer. They filter what goes in and what comes out. But the kill switch problem isn’t about what an agent says — it’s about what an agent does.

Consider a scenario:

  1. You deploy an AI agent to manage customer refunds
  2. The agent is working correctly for three weeks
  3. A model update changes the agent’s behavior slightly
  4. The agent starts approving refunds that exceed policy limits
  5. By the time anyone notices, it has processed $400K in excess refunds
  6. You try to stop it — and discover you have no centralized kill switch

Guardrails would have caught a prompt injection. They wouldn’t have caught a legitimate-looking refund approval that happened to violate a business policy that was never encoded into the agent’s constraints.

This is the gap. It’s not a technology problem. It’s an organizational context problem.

The Three Layers of Agent Control

To actually solve the kill switch problem, enterprises need three layers of governance that most vendors aren’t talking about:

Layer 1: Runtime Observability

You can’t stop what you can’t see. Before you worry about kill switches, you need real-time visibility into what every agent is doing — not just its inputs and outputs, but its reasoning, its tool calls, and its state changes.

Microsoft Agent 365 is tackling this with centralized logging across first-party and third-party agents. Galileo’s Agent Control adds policy evaluation at runtime. Both are necessary steps.

But observability without context is just noise.

Layer 2: Policy Enforcement

This is where Galileo’s approach gets interesting. Agent Control separates policy from agent logic. A compliance team can update a PII detection policy and have it propagate across every agent without taking anything offline.

The five enforcement actions — deny, steer, warn, log, allow — give organizations graduated responses instead of binary on/off switches. This matters because most agent misbehavior isn’t catastrophic — it’s subtle drift that needs correction, not termination.

But policy enforcement without organizational context is still guessing at what “correct” means.

Layer 3: Organizational Context

This is the layer nobody is building. Not Microsoft. Not Galileo. Not OpenAI.

When that refund agent starts approving out-of-policy requests, the system needs to know:

This isn’t information you can encode in a guardrail. It isn’t metadata you can store in a vector database. It’s organizational context — the living, breathing reality of how a company actually operates.

Without this layer, every governance tool is flying blind. You can observe the agent. You can enforce policies against it. But you can’t make intelligent decisions about whether what it’s doing actually makes sense for the business right now.

The $139 Billion Governance Gap

The agentic AI market is projected to grow from $9.14 billion in 2026 to over $139 billion by 2034 — a 40.5% compound annual growth rate. Yet only 8.6% of companies have AI agents deployed in production.

That gap — massive projected growth against minimal current deployment — tells you exactly where the bottleneck is. It’s not the technology. AI agents work. It’s not the use cases. Every enterprise has them. It’s governance confidence. Enterprises won’t scale agent deployment until they trust they can control it.

The companies that get over 12 times more AI projects into production? They’re the ones using governance tools. Not because governance makes agents better — because governance makes executives comfortable enough to say yes.

What This Means for Your AI Strategy

If you’re deploying AI agents today, here’s the audit you should run this week:

1. Can you list every agent running in your organization? If the answer is no, you have shadow AI agents — the 2026 equivalent of shadow IT, but with autonomous decision-making capabilities.

2. Can you terminate any agent within 60 seconds? If it takes a deployment rollback, a code change, or a Slack thread to stop an agent, you don’t have a kill switch. You have a hope-and-prayer switch.

3. Does your governance system understand your business context? If your agent governance consists of technical guardrails without organizational awareness — without knowing your policies, your org chart, your budget constraints, your approval chains — you’re governing the technology, not the business impact.

4. Who is responsible when an agent makes a bad decision? If the answer is “the team that deployed it” or “nobody,” you have a governance gap that no technology can fill.

The Real Kill Switch

Here’s the uncomfortable truth: the kill switch problem isn’t really about kill switches. A kill switch is a last resort. By the time you need to terminate an agent, the damage is already done.

The real solution is continuous alignment — ensuring that agents understand not just their technical constraints but their organizational context. What does “success” look like for this agent right now, given everything happening in the business?

Microsoft is building the control plane. Galileo is building the policy engine. But the organizational context layer — the layer that connects agent behavior to business reality — is still an open problem.
